The trailer exchange program began with seed funds from Coleto Creek - International Power to refurbish four of the City of Victoria's recycling trailers. The program serves three diverse locations including an out of city limits elementary school, a parochial elementary school and a year round educational institute. Participating locations collect mixed paper for recycling. Program amenities include a recycling trailer, classroom bins, instructional flyers and training. Devereux
